All sewage collected from cesspools or other sewage receptacles either within or without the city limits may be transported through the streets of the city in sewage tank cars only approved as provided by the provisions of this article.
A. 
The owner or operator of any sewage tank car shall, before transporting any sewage, apply to the Atlantic County Board of Health for a certificate of approval.
B. 
A fee of $5 shall be paid to the Atlantic County Board of Health for inspection of the sewage tank car to be approved. After July 1 of any year, the fee shall be $2.50.

After inspection and approval of the sewage tank car, the Atlantic County Board of Health shall issue to the owner or operator thereof his certificate of approval.
B. 
Said certificate shall be evidence of such approval from the date of its issuance until December 31 of the year in which issued.
A. 
It is hereby made the duty of each operator of a sewage tank car to:
(1) 
Report promptly to the Plumbing Subcode Official all cesspools in the city cleared by such operator.
(2) 
Have each of said cesspools inspected by the Plumbing Subcode Official.
B. 
Each operator of a sewage tank car shall pay $1 to the Plumbing Subcode Official for each inspection of a cesspool in the city cleaned by such operator.
All sewage tank cars shall be kept clean and free from leakage and shall not constitute a public nuisance or be hazardous to the health of any of the inhabitants of the city.

Any person, firm or corporation who shall fail to comply with or who violates any provision of Articles I and III of this Part 1 shall, upon conviction thereof, be punished by a fine of not less than $100 nor more than $1,000, imprisonment for a term not exceeding 90 day and/or a period of community service not exceeding 90 days.
