No person shall conduct any market or offer for sale any merchandise from a stand, wagon, pushcart or any motor or other vehicle when the same is placed on either side of Main Street so as to be an obstruction of traffic.
No person shall conduct any market or offer for sale any merchandise from a stand, wagon, pushcart or any motor or other vehicle when the same is placed on either side of Washington Avenue so as to be an obstruction of traffic.
No person shall place, deposit, display, exhibit or offer for sale his goods, wares or merchandise upon the streets, highways or sidewalks of the city so as to obstruct the free and uninterrupted passage of persons over and along the full width of said streets, highways and sidewalks.
No person shall throw, dump or deposit any earth, building materials, dirt, ashes, papers, advertising matter, boxes, rubbish or other articles upon any street, highway or sidewalk in the city;[1] provided, however, that this section shall not apply to the placing of building materials[2] on the driveways of streets or highways when authorized by permit from the Building Subcode Official, in which event the person obtaining such permit shall place a red lantern or lamp on said building materials or other articles and keep the lantern or lamp constantly burning from 30 minutes after sunset until 30 minutes before sunrise.

Any person who violates any provision of this article shall, upon conviction thereof, be punished by a fine of not less than $100 nor more than $1,000, imprisonment for a term not exceeding 90 days and/or a period of community service not exceeding 90 days, plus all costs associated with the illegal dumping.
