§ 36-1 Purpose.

The purpose of this Article, enacted under the power granted to the city under § 10, Subdivision 1(i), of the Municipal Home Rule Law, is to provide for the conduct of special elections not governed by the Election Law.

§ 36-2 Conduct of special elections.

Whenever a special election not governed by the Election Law is called under the authority of the Municipal Home Rule Law or any other law permitting or requiring such special election, the City Clerk shall request the Schenectady County Board of Elections to conduct the special election for the city, at the city's expense, as if the special election were governed by applicable provisions of the Election Law. If the Schenectady County Board of Elections declines to conduct the special election, the City Clerk shall conduct it as if it were governed by applicable provisions of the Election Law.

§ 36-3 Absentee voting prohibited.

Voters may not vote in such a special election by absentee ballot.

§ 36-4 Establishment and boundaries of election districts.

The City of Schenectady is hereby divided into election districts, as follows:
1. 
Election District No. 1: Beginning at a point at the intersection of the center line of Union Street and the center line of the former New York Central Railroad; then westerly along the center line of Union Street to a point where it intersects the center line of North Church Street; thence northerly along the center line of North Church Street to the point of intersection with the center line of Front Street; thence westerly along the center line of Front Street to the intersection with the center line of Governor's Lane; thence northerly along said center line of Governor's Lane to a point in the center of the Mohawk River (said center line being the city line); thence southerly along said center line to the midpoint of Interstate Route 890; thence southerly along the center line of 1-890 to the midpoint of Broadway; thence northerly along said center line of Broadway to the intersection of the center line of Liberty Street; thence westerly along said center line of Liberty Street to the center line of the former New York Central Railroad; thence northerly along the center point of the railroad to the point and place of beginning.
