There is hereby established a Police Athletic
League (PAL) Committee to assist the youth program of the Schenectady
Police Department to provide athletic activities for youth, raise
funds for the enrichment of the athletic program and increase community
participation in support of PAL.
A.
The Police Athletic League Committee shall consist
of 15 members appointed by the Mayor with consent of the Council,
and three ex officio members consisting of the Mayor, Council President
and Police Chief. It shall be a goal that the appointees should represent
the diverse communities of the City.

B.
The Committee may sponsor and establish such other
and subsidiary memberships as it may find desirable and necessary,
on such terms as it may decide, for general, associate or youth membership
in the league. All such other memberships shall be non-voting.
A.
Each member appointed by the Mayor shall serve a term
of two years to begin and end at the same time.
B.
Members of the League shall serve without compensation
for such service unless the City Council shall provide otherwise.
C.
Members of the board may be removed by the Mayor for
missing without justification or excuse communicated to the Chairperson,
three consecutive meetings of the Committee.
A.
A quorum for the conduct of the lawful business of
the Committee shall be a majority of the current appointed members
of the Committee.
B.
All actions and decisions of the Committee may be
by a simple majority vote of those members, both appointed and ex-officio,
at a lawful meeting of the Committee.
C.
Three consecutive absences by an appointed member
of the Committee shall constitute good cause for removal, which removal
shall be by majority vote of the remaining members.
A.
In December of each year, the Committee shall advise
the City Council of the funds it expects to make available for the
support of the Schenectady PAL program. Such amounts may be allocated
to specific activities, including but not limited to supplies for
students, conferences for PAL officers and programs for youth.
B.
The expenses of the Committee shall be provided from
the following sources: sums provided by the City through trust and
agency accounts; sums provided by donations; and sums raised by fundraising
activities sponsored by the Police Athletic League. All money received
by the Committee or the League from any source shall be used solely
for the purposes set out in this chapter. Any money donated to the
Committee or the League earmarked for a particular purpose shall be
used only for that purpose.
C.
The Chairman of the Committee or his or her duly appointed
designee must sign all City vouchers approving of an expenditure when
such amounts are funded by a trust and agency account.
The Committee shall have the following powers:
A.
The Committee is authorized to undertake fundraising
activities for the purposes of raising revenue to promote the purpose
of this chapter.
B.
The Committee may form a not-for-profit corporation
under the authority of the New York State Not-For-Profit Corporation
Law.
C.
The Committee may use the services of Schenectady
police officers with the prior approval of the Chief of Police.
The provisions of this chapter are severable
and the invalidity of any part of this chapter shall not affect the
validity of the rest of the chapter.
