There is hereby created a Recreation Advisory
Commission to consist of 12 members and not more than four ex officio
members, one of whom is to be the Superintendent of Schools or a representative.
The Mayor may, from time to time, designate other ex officio members.

The members of the Recreation Advisory Commission
are to be appointed by the Mayor for terms of three years commencing
January 1, except that in appointing members for 1977 the Mayor shall
designate four members to serve for one year, four members to serve
for two years and four members to serve for three years. In the event
of a vacancy, the Mayor shall appoint a successor to serve for the
balance of the unexpired term.

No City officer or employee may serve as a member
of the Recreation Advisory Commission except ex officio. Members serve
without pay.
The members of the Recreation Advisory Commission
may formulate their own rules and regulations concerning the manner
and time of the selection of a Chairman and Secretary for said Commission.

The duties and functions of the Recreation Advisory
Commission shall be to study the recreational needs and requirements
of the City and to report its recommendations thereon to the Mayor,
from time to time.

The Civil Service Commission may call upon the
Recreation Advisory Commission for its aid and advice whenever said
Civil Service Commission may require the same in connection with the
examination, rating or certification of personnel engaged in recreational
activities in the City. Such Recreation Commission shall also, upon
request of the Mayor, render such aid and advice to him as may be
of assistance and helpful to him in the conduct of the recreational
activities of the City. Such Recreation Commission shall report its
recommendations to the Mayor, from time to time, and render such other
and further services as will best promote the recreational program
and activities in the City.
