Editor's Note: Ordinance No. 96-46, adopted
10-7-1996, renamed former Ch. 96, Schenectady Urban Cultural Park
Advisory Council, as Schenectady Heritage Area Advisory Council. This
ordinance also provided that all references to the Schenectady Urban
Cultural Park in this chapter and elsewhere in the Code will now be
referenced as the "Schenectady Heritage Area."

There is hereby established a Schenectady Heritage
Area Advisory Council. The Council shall advise the City Council on
matters concerning the Schenectady Heritage Area in order to realize
the maximum potential in recreation, education, preservation and economic
revitalization of this area.
A.
The Council shall consist of up to 25 members, who shall be appointed by the Mayor based upon recommendations of the organizations/agencies listed in Subsection C.
B.
Appointments; vacancies.
(1)
All appointments shall be for three-year terms, with
the exception of the first Council appointed. One-third of the membership
appointed to the first Council shall continue for three years, 1/3
of the membership appointed to the first Council shall continue for
two years, and 1/3 of the membership appointed to the first Council
shall continue for one year.
(2)
In the event that a vacancy occurs in an unexpired
term, the Mayor shall appoint a replacement for the remainder of the
term.
C.
The following organizations/agencies are to be consulted
for recommendations for membership, although the final appointment
power is held by the Mayor:
(1)
Schenectady Museum Planetarium.
(2)
Stockade Association.
(3)
General Electric Realty Plot Association.
(4)
Hall of History Foundation.
(5)
Schenectady County Historical Society.
(6)
Schenectady County Chamber of Commerce.
(7)
Schenectady City Environmental Conservation Commission.
(8)
Schenectady City School District.
(9)
Schenectady County Community College.
(10)
Union College.
(11)
Historic Commission.
(12)
Organization for Action on the Riverfront.
D.
Ex officio members of the Council shall include the
Mayor, President of the City Council, Executive Director of the Schenectady
Museum Planetarium, Director of the Department of Development, Superintendent
of the Department of Parks and Recreation, City Historian and the
Schenectady County Planning Department.
A.
A Chairman shall be designated by the Mayor, with
other officers elected by the Council as needed. The Chairman shall
appoint committees as they are needed.
B.
The Council may adopt rules and procedures for its
meetings.
C.
The Council shall keep records of every meeting and
shall file an annual report to the Mayor.
D.
Staffing for the Council is to be provided by the
Department of Development.
