No person may sell motor fuel at retail for use in internal combustion engines in motor vehicles unless the person posts a sign and keeps it continuously posted on top of the individual pump or other dispensing device from which the motor fuel is sold.
The sign must be not less than 12 inches square and must show on both sides of the sign the total selling price per gallon of the motor fuel. The numbers on the sign used to display the total selling price must be of uniform size at least nine inches in height, with a stroke width of at least one inch, except that numbers denoting tenths of a cent may be half the dimensions and stroke width. The sign must also include below the total selling price the statement INCLUDES ALL TAXES in letters of uniform size at least 1/2 inch in height, with a stroke width of at least 3/16 of an inch and an overall width of at least 5 1/2 inches; and elsewhere the separate amounts of the federal tax, the state tax and any local tax so included.
In the case of dual pumps dispensing the same grade motor fuel from both nozzles, only one sign is required. If a dual pump dispenses two different grades of motor fuel, a separate sign is required for each grade.
If a pump or other dispensing device is designed to dispense motor fuel of more than one octane rating, the sign must have a display area 12 inches in height and 30 inches in width and must be divided into five sections of equal width with the total selling price, and the price breakdown for each octane rating is to be displayed.
Each sign is to consist of a white background with black letters and numbers.
All other signs and advertisements used by a person to offer motor fuel for sale at retail and containing a price must set forth the total selling price per gallon.

A person violating this chapter is subject to either a criminal fine or a civil penalty of not less than $50 and not more than $500. The Director of Consumer Protection and his inspectors, by virtue of their office and power as special police officers, are hereby empowered and directed to enforce the provisions of this chapter.
