Residential, commercial and industrial premises
shall be maintained in conformity with the provisions of this chapter
so as to assure the desirable character of the property. The following
sections of this article shall be enforced in conformance with the
intent of this section.
A.
Surface and subsurface water shall be appropriately
drained to protect buildings and structures and to prevent development
of stagnant pools.
B.
Fences and other minor constructions shall be maintained
in safe and substantial condition.
C.
Steps, walks, driveways, parking spaces and similar
paved areas shall be maintained so as to afford safe passage under
normal use.
D.
Yards and courts and vacant lots shall be kept clean
and free of fire hazards and physical hazards.
E.
Ground cover shall be properly established to prevent
undue soil erosion due to the elements.
F.
Heavy undergrowths and accumulations of plant growth
which are noxious or detrimental to health and safety shall be eliminated.
A.
Exterior surfaces of buildings and structures that
are not inherently resistant to deterioration shall be periodically
treated with a protective coating of paint or other suitable preservative.
B.
Floors, walls, ceilings, furnishings and fixtures
of residential buildings shall be maintained in a clean and sanitary
condition.
C.
Accessory structures shall be maintained so as to
be free of conditions detrimental to safety or health.
A.
Grounds, buildings and structures shall be maintained
free of insect, vermin and rodent harborage and infestation. Methods
used for exterminating insects, vermin and rodents shall conform to
safe health practices.
B.
Where the potential for rodent or vermin infestation
exists, windows and other openings in basements and cellars shall
be appropriately screened with wire mesh or other suitable materials.
C.
From May 1 to October 1, entrances to residential
buildings and structures shall be provided with self-closing doors,
devices or screens, and windows and other openings used for ventilation
shall be appropriately screened, except that screens shall not be
required in the upper stories of multiple dwellings which are free
of mosquitoes, flies and other flying insects.
A.
Adequate sanitary facilities and methods shall be
used for the collection, storage, handling and disposal of garbage
and refuse and in accordance with the City ordinances in effect.
B.
In dwellings, it shall be prohibited to store or accumulate
garbage or refuse in public halls and stairways.
C.
Refrigerators and similar equipment with locking mechanisms
shall not be discarded, abandoned or stored on premises accessible
to children without first removing the locking devices or the hinges
of the doors.
D.
Junked vehicles, equipment and materials shall not
be stored in open areas of premises.
Rooming house, hotel and motel operators shall
be responsible for compliance with the provisions of this chapter
in regard to the following:
A.
Limiting occupancy to the maximum permitted by this
chapter.
B.
Maintenance of safe and sanitary conditions in all
parts of the premises.
C.
Maintenance and operation of all required service
facilities.
D.
Maintenance of all plumbing, cooking and refrigeration
fixtures and appliances within his control, as well as the building
equipment and facilities, in an operative, clean and sanitary condition.
E.
Sanitary maintenance of walls, floors and ceilings.
F.
Keeping exits clear and unencumbered.
G.
Disposal of building garbage and refuse in a clean
and sanitary manner.
H.
Extermination of insects, rodents or other pests on
the premises.
I.
Maintaining of yards, lawns and courts in a clean,
sanitary and safe condition and free from infestation.
J.
Hanging and removing required screens.
