The licensee shall see that all boats in use shall be watertight, shall be staunchly built and shall be clean and in perfect condition and repair, and a sufficient number shall be provided to accommodate the public at all times, without unreasonable delay.
The size, shape and style of build of all of the boats shall be subject to the control of the Superintendent of Parks and Recreation, and they shall be painted in uniform colors.
The licensee shall hire a sufficient number of assistants to ensure prompt service in furnishing boats and in assisting people in going in or getting out of them. Each boatman shall wear a distinctive badge, such as the Superintendent may prescribe, and shall be at all times clean and neat in person and civil and courteous in deportment. He shall not allow any boat to be crowded nor let any boat to a person too young to manage a boat properly, and he shall take all proper precautions to ensure the safety of the occupants.

The charge for use of a boat or canoe shall be set by resolution of the City Council at the time it approves the contract for the licensee.
All persons using the boats shall enter or leave them at the designated boat landing; they shall not unnecessarily disturb any water fowl nor act in any noisy or unseemly or disorderly manner; and they shall be liable for any careless or wanton damage to any boat.
The docks for anchorage and repair of the boats shall be kept thoroughly clean and in order, and the licensee shall be liable for any damage to any part of the boathouse under his charge except ordinary use and wear or damage by the elements.
