All delivery and service personnel, including letter carriers, whether employed by a private firm or government agency or govermnent-supported corporation, must use sidewalks and walkways normally used by the general public or approved by the owners of the property and shall refrain from traversing lawns or other private property to effect delivery without express prior written permission of the homeowner.
Delivery and service personnel may cross private property to effect delivery if the delivery or service cannot be effected in any other manner.
Any violation of this article shall be punishable at the discretion of the court. However, fines levied may not exceed $50 for the first offense and $100 for each additional offense.
