As used in this article, the following terms shall have the meanings indicated:
CITY
The City of Schenectady.
REAL PROPERTY
All real property acquired by the City of Schenectady by means of an in rem foreclosure under and pursuant to Article 11, Title 3, of the Real Property Tax Law of the State of New York.

There is hereby established an in rem administrative fee in the amount of $150, to be paid at the time of redeeming a tax-delinquent property. This fee goes into effect for all tax-delinquent properties after the City of Schenectady prepares its petition of foreclosure for the yearly in rem proceeding. For properties redeemed prior to the petition of foreclosure, the City will add a charge for actual expenses pursuant to § 1120 of the New York State Real Property Tax Law.
