A motor vehicle shall be deemed to be an abandoned vehicle if left unattended:
A. 
With no number plates affixed thereto, for more than six hours on any highway or other public place.
B. 
For more than 24 hours on any highway or other public place, except a portion of a highway or public place on which parking is legally permitted.
C. 
For more than 48 hours, after the parking of such vehicle shall have become illegal, if left on a portion of a highway or public place on which parking is legally permitted.
D. 
For more than 96 hours on property of another, if left without permission of the owner.
Such a vehicle may be removed by the Police Department, and the cost of removal, storage and disposition thereof shall be borne by the owner, except that when the removal of an abandoned vehicle is from private property, the property owner shall be jointly and severally liable with the vehicle owner for the cost of removal, storage and disposition. All above-mentioned expenses incurred by the City may be assessed against the property upon which such vehicle was found, which assessment shall constitute a lien and a charge on such property and be collected as provided by law for the collection of delinquent taxes.
Abandonment of a vehicle shall be a violation punishable as set forth in § 248-2 of this chapter.
