The official building and house numbering plan as approved and adopted by Council the first day of February 1915, and marked and designated as "Borough of Oakmont Official Building and House Number Plan," be and is hereby declared to be the official building and house numbering plan of the Borough of Oakmont.
Said plan shall hereafter be kept open to public inspection in the Council Chamber of the borough.
It shall be the duty of the owner or owners of any house, residence, store or manufacturing building to place and maintain in a conspicuous location on the outside of such building or buildings the proper number of the same within 30 days after notice as herein provided for.
It shall be the duty of the owner or owners of any house, residence, store or manufacturing building now in course of erection or hereafter erected within said borough to place and maintain in a conspicuous place on the outside of such building or buildings the proper number of the same within 30 days after the completion of said building or buildings.
It shall be the duty of the owner or owners of any house, residence, store or manufacturing building, as set forth in § 79-4, to notify the Patrol and/or Code Enforcement personnel of the location of said building or buildings, giving the lot numbers thereof and, in case no lot numbers are given, the exact location of said building or buildings on the street on which they may be erected, whereupon it shall be the duty of the Patrol and/or Code Enforcement personnel to notify the owner or owners of said building or buildings of the number or numbers thereof and to require that said number or numbers thereof be placed in conspicuous places on said building or buildings.
Should more than one building required to be numbered be erected on any lot given but one number, such additional building or buildings shall be numbered by adding an even fraction of one unit to the original number.
Said numbers shall be in figures not less than 21/2 inches in length or height.
If any owner or owners as aforesaid shall refuse and neglect to properly number his or her or their building or buildings according to said official building and house numbering plan and the provisions of this chapter within the time herein stated, the Patrol and/or Code Enforcement personnel shall cause said building or buildings to be numbered as herein provided for, and the costs and expenses thereof from such owner or owners shall be collected as debts of similar character are by law collected.
Any person violating any of the provisions of this chapter shall, upon conviction thereof, be punishable by a fine of not more than $600, plus costs of prosecution, and in default of payment of such fine and costs by imprisonment in the county jail for not more than 30 days.
