Certain documents, one copy of which is on file in the office of the Borough Council and one copy of which is on file with the Sayre Borough Solicitor, being marked and designated as the "International Energy Conservation Code," as published by the International Code Council, be and is hereby adopted as the code of the Borough of Sayre for regulating the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of the building envelope, mechanical, lighting and power systems in the Borough of Sayre and providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, conditions and terms of such International Energy Conservation Code, 2000 Edition, published by the International Code Council, on file in the office of the Borough Secretary are hereby referred to, adopted and made a part hereof as if fully set out in this chapter.
The following sections are hereby revised:
A. 
Section 101.1 insert: "Sayre Borough."
B. 
109.1. Board of Appeals. General. The review board shall be the Sayre Code Review Board appointed by the Sayre Borough Council which will hear all appeals of the Code Enforcement Officer’s decision to enforce the ordinance. All appeals shall be filed within 30 days of notice of the violation. Said Appeals Board shall consist of three members appointed by Council for initial terms of one year, two years, and three years. Thereafter each Board member shall, upon the approval by Council, serve a term of five years. The qualifications for the Board will be determined based on the recommendation by the Borough Council who are qualified by experience and training to pass on matters pertaining to the ordinance. The Code Review Board fee shall be $750 plus costs and may be amended from time to time by the municipality for the administration and appeals undertaken pursuant to this chapter and the Code shall be established by the governing body by resolution.
