[HISTORY: Adopted by the Council of the Borough of Lansdale 12-3-1970 by Ord. No. 986 (Ch. 29 of the 1972 Code). Amendments noted where applicable.]
There is hereby established a Department of Public Works of the Borough of Lansdale.
The said Department shall have general charge of and responsibility for the streets, Borough-owned alleys, storm sewers and all other property of the Borough that may from time to time be transferred by direction of the Council to its jurisdiction.

The post of Director of Public Works created by the said motion is hereby ratified and confirmed, said Director to be an individual appointed to the position by the Borough Council.
A. 
The duties of the Director of Public Works shall be as follows:
(1) 
Streets.
(a) 
Establish and implement a continuing maintenance and reconstruction program.
(b) 
Establish and implement an up-to-date snow removal program.
(c) 
Maintain a street cleaning program of maximum efficiency.
(d) 
Establish and maintain a street marking program in conformance with state standards for both existing and new streets.
(e) 
Establish and implement a leaf removal and disposal program.
(f) 
Establish and implement an alley maintenance program.
(2) 
Sanitary sewers.[1]
(a) 
Oversee repairs and replacement.

(3) 
Storm sewers.
(a) 
Plan and implement a comprehensive storm drainage system for the Borough with immediate priority to Basin B.
(b) 
Establish and maintain a cleaning and inspection program.
(c) 
Oversee maintenance and repairs.[2]

(4) 
Budget.
(a) 
Develop, in consultation with the Public Works Committee, an annual budget for the consideration of the Borough Council.
(b) 
Investigate all sources of funds which may be available for departmental operations.
(5) 
Policy. Along with the Public Works Committee and the Borough Council as a whole, establish and formalize departmental policy and enforce the same.
(6) 
Engineering services. Coordinate all requests for engineering services from the several committees of the Borough Council and any other department of the Borough government.
(7) 
Accounting. Establish and implement a cost accounting system in the Department's operations.
(8) 
Personnel of the Department of Public Works.
(a) 
Establish a personnel program which will result in developing employees to their fullest potential and which will provide for such pay scale and other benefits as will assure an adequate supply of the required number of competent employees.
(b) 
Participate in labor negotiations.
B. 
All of the foregoing activities and duties of the Director of Public Works shall be subject to the control and supervision of the Borough Council through its Public Works Committee. Nothing in this section shall be construed as a delegation of any of the powers, duties and responsibilities placed in the members of the Borough Council under the Borough Code or any other Act of Assembly.
The Borough Council may from time to time, by motion or ordinance, add to, take away from or otherwise revise the foregoing schedule of duties of the Director of Public Works.
