The Board of Selectmen be and hereby is empowered to adopt by resolution the provisions of Section 8-40 of the Connecticut General Statutes establishing a Housing Authority to provide housing for the elderly under the provisions of Sections 8-112a through 8-119c of the Connecticut General Statutes.

A. 
The governing body of the Town of Guilford does find that there is a shortage of safe or sanitary dwelling accommodations in the Town of Guilford available to families of low income at rentals they can afford.
B. 
The governing body of the Town of Guilford does hereby declare that there is need for a Housing Authority in the Town of Guilford based upon the aforementioned findings.

Pursuant to Section 8-41 of the General Statutes, the Housing Authority shall consist of five members, appointed by the Board of Selectmen. Initially, the Board of Selectmen shall appoint one member to serve for a term of one year, one member to serve for a term of two years, one member to serve for a term of three years, one member to serve for a term of four years and one member to serve for a term of five years. Thereafter, the terms of office shall be for five years. The Housing Authority shall have the powers and duties prescribed by the General Statutes.
