Any developer of residential, industrial or commercial property in the Town of Newington that is required to install private hydrants as a condition of plan approval shall install hydrants which are fully in accordance with the specifications of the Metropolitan District Water Bureau. The hydrant shall be one for which the district can provide repair parts.
A. 
Any person or firm who owns fire hydrants in accordance with § 267-1 of this chapter shall be required to annually subscribe to and pay for maintenance service which is available through the Metropolitan District Water Bureau.
B. 
The owner of said fire hydrants shall keep the hydrants clear of all obstructions, e.g., snow and ice, to assure maximum access for utilization by fire personnel during emergencies.
The Town may, at its option, order the repair of a defective hydrant on private property and bill the cost of such work to the owner.
Any hydrant installed on private property prior to the effective date of this chapter shall be brought into compliance with this chapter when it becomes inoperable.
Any person who fails to comply with the provisions of this chapter shall be subject to a fine of $25 per day, and each day that the violation continues to exist or for each day there is failure or neglect to comply with the above provisions shall be deemed a separate offense.
