A.
No land shall be offered for acceptance as a public road by the Town
of Old Lyme, nor shall any person, firm or corporation construct any
road for acceptance as a public road or construct any road in a subdivision
or multiple-dwelling project that is subject to the approval of the
Old Lyme Planning Commission or the Old Lyme Zoning Commission or
construct any drainage facility or other improvement in support of
any existing or proposed Town road except in accordance with the provisions
of this article. No land shall be accepted as a public road by the
Town of Old Lyme except in accordance with the provisions of this
article, and no road shall be considered as accepted by the Town of
Old Lyme unless such acceptance is voted at a Town Meeting after compliance
with all provisions of this article.
B.
The standards hereafter specified are minimum standards and are confined to engineering design and construction. Standards pertaining to road classes and other road improvements not specifically covered herein shall be in accordance with Chapter 219, Subdivision Regulations, of the Code of the Town of Old Lyme, as amended.
The Board of Selectmen shall have responsibility for the administration
and enforcement of this article and shall have the authority to adopt
the policies, rules and procedures necessary to implement and enforce
this article in accordance with the standards, specifications and
procedures set forth herein.
A.
The Board of Selectmen is authorized to approve standards other than those specified in § 144-2 in design and construction as follows.
B.
The provisions hereinafter specified are applicable to:
(1)
The construction of new roads to be accepted by the Town.
(2)
The construction of private residential roads in subdivisions approved
by the Planning Commission.
(3)
The completion of roads in a subdivision approved by the Planning
Commission prior to the effective date of this article.
(4)
The construction or modification of pavement, drainage or other improvements
within or in support of any existing Town road.

An inspection fee for road construction shall be paid to the
Town in accordance with Article V of the Design and Construction Standards
for Public Improvements.[1]
Acceptance of public roads shall be in accordance with Article
VI of the Design and Construction Standards for Public Improvements.[1]
The adoption of this chapter shall not rescind or void the vote
of previous Town Meetings to accept specifically designated roads
or parts thereof.
