A.
If there is a conflict between the provisions of these
regulations, the provision which imposes the most stringent standards
for the use of wetlands and water courses shall govern. The invalidity
of any word, clause, sentence, section, part, subsection, or provision
of these regulations shall not affect the validity of any other part
which can be given effect without such valid part of parts.
B.
If there is a conflict between any provision of these
regulations and the provision of the Act, the provisions of the Act
shall govern.
