Only one unregistered motor vehicle, assembled or disassembled, shall be kept, stored or allowed to remain on a parcel of land, if the parcel is a single-family dwelling, or per unit, if the parcel is a multifamily dwelling, for a period of time not to exceed 90 days, except by a person duly licensed under MGL c. 140, § 59, and except as provided in § 115-2 of this chapter.
The Board of Selectmen may issue a permit to keep, store or allow two, but not more than three of any such vehicles to remain on a parcel of land after said Board has held a public hearing thereon, first causing notice of the time, place and subject matter of such hearing to be given at the expense of the applicant, by publication at least once a week for three consecutive weeks in that newspaper having the largest circulation in the Town, the last publication being at least 10 days before the date of said hearing. Said Board shall not issue such a permit unless it finds that the purpose of such vehicles, as the case may be, on such parcel:
A. 
Will not nullify or substantially derogate from the intent or purpose of this chapter;
B. 
Will not constitute a nuisance; and
C. 
Will not adversely affect the neighborhood in which such parcel is situated.

Each such permit shall be:
A. 
Limited to a reasonable amount of time, which shall not exceed 90 days; and
B. 
A personal privilege of the applicant and not a grant attached to and running with the land.
This chapter shall not apply to vehicles which are:
A. 
Stored within an enclosed building; or
B. 
Designed and used for farming, agricultural or construction purposes.

Any person who continues to violate the provisions of this chapter after 30 days following receipt by him/her of written notice of such violation from the Chief of Police shall be liable to a penalty not exceeding $50 for each offense. Each day that any violation is allowed to continue after said thirty-day period shall constitute a separate offense. Each vehicle found in violation of this chapter shall constitute a separate offense.
