It shall be the duty of the Building Inspector to enforce all laws relating to the construction, alteration, removal and demolition of buildings and structures.

A. 
No permit as required by the Building Code shall be issued until the fee prescribed in this article has been paid; nor shall an amendment to a permit be approved until the additional fee, if any, due to an increase in the estimated cost of the building or structure, has been paid.
B. 
Fees for permits shall be as provided in § 97-4 of Chapter 97, Construction Codes, Uniform.
C. 
The term "estimated cost" as used in this article shall mean the reasonable value of all services, labor, materials and use of scaffolding and other appliances or devices entering into and necessary to the prosecution and completion of the work to ready the building or structure for occupancy; provided that the cost of excavation or grading and of painting, decorating or other work that is merely for embellishment or not necessary for the safe and lawful use of the building or structure is not deemed a part of such estimated cost.

It shall be unlawful for any person, firm or corporation to bury any rubbish, garbage, debris, building material, parts of trees or organic matter or to backfill any foundation of a structure with such substance upon any premises in the Borough of Alpine.
The Construction Official is designated to enforce the provisions of this article.
Any person violating any of the provisions of this article shall, upon conviction thereof, be subject to a penalty of a fine not exceeding $500, or be imprisoned in the county jail for a term not exceeding 90 days, or both.
Where necessary, this article shall be construed in the manner which shall render it valid and constitutional. If for any reason any subsection or any part of a subsection or provision of this article shall be adjudged unconstitutional or invalid, such judgment shall not be held to affect other subsections.
