Whenever any words and phrases are used in this chapter, the meanings respectively ascribed to them in Subtitle 1 of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases.
Whenever certain hours are named in this chapter, they shall mean either Eastern standard time or Eastern daylight saving time, as may be in current use in the borough.
A. 
Regulations not exclusive. The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
B. 
Parking prohibited during state of emergency.

(1) 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary EMERGENCY NO PARKING signs are displayed. The Chief of Police or, in his/her absence, the ranking police officer is authorized to declare an emergency and to direct the posting of EMERGENCY NO PARKING signs when weather conditions, accidents, fires, public celebrations, etc., dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that EMERGENCY NO PARKING signs are being or will be posted shall be given the operator or owner of any vehicle which has been parked prior to the posting of the signs.
(2) 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic and any peace officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicle.
(3) 
The effectiveness of this subsection is contingent upon signs being erected as required by law.
(4) 
No person shall park or leave standing in the borough any vehicle, whether attended or unattended, on any street between the hours of 2:00 a.m. and 6:00 a.m.
C. 
Parking prohibited at all times on certain streets. No person shall park a vehicle at any time on any of the streets or parts of streets described in Schedule I, attached to and made a part of this chapter.

D. 
Parking prohibited during certain hours on certain streets. No person shall park a vehicle between the hours specified on any day, on any of the streets or parts of streets described in Schedule II, attached to and made a part of this chapter.

E. 
Commercial vehicles.

(1) 
No person shall park a commercial vehicle on any street in the borough between the hours of 8:00 p.m. and 7:00 a.m.
(2) 
No person shall park or unload a commercial motor vehicle, tractor trailer, tractor flatbed, truck or truck tractor or a detached trailer with singular or combined weight in excess of five tons registered gross weight on any street in a residential district except for the purpose of delivery of goods and services to a dwelling on said street of persons who reside in the residential district.

No parking. No person shall park a vehicle in those areas described in Schedule III, attached to and made a part of this chapter.

B. 
Limited parking. No person shall park a vehicle for longer than the time period shown in those areas described in Schedule IV, attached to and made a part of this chapter.

C. 
One-way. No person shall violate the one-way signs in the direction indicated in Schedule V, attached to and made a part of this chapter, in any of these lots.

No person shall drive a commercial motor vehicle, truck or truck tractor in excess of 10 tons gross weight on any of the streets described in Schedule VI, attached to and made a part of this chapter. Nothing contained in this section shall prevent the driving of any vehicle to a destination in the borough for the purpose of delivery of goods or services.

No commercial vehicular traffic shall be permitted or allowed on any of the streets or parts of streets described in Schedule VII, attached to and made a part of this chapter (as § 209-15). This includes, but is not limited to, any motor vehicle, truck, tractor, excavation equipment, semitrailer or any combination thereof using commercial license plates or having advertising affixed to its exterior surfaces or trailers. Commercial registration shall include, but not be limited to, commercial, constructor, transit, trailer, dealer or omnibus plates. Nothing in this section shall prevent any commercial vehicle providing incidental services, deliveries and temporary work to any residential premises on those streets for a temporary time as reasonable, and, where applicable, not to exceed the duration of the construction permit.

The streets or parts of streets described in Schedule VIII, attached to and made a part of this chapter, shall have the speed limits as set forth therein. Regulatory and warning signs shall be erected and maintained in accordance with regulations of the New Jersey Department of Transportation.

Unless another penalty is expressly provided by New Jersey statute, any person convicted of a violation of a provision of this chapter or any supplement thereto shall be liable to a penalty of not more than $100, or imprisonment for a term not exceeding 15 days, or both, in the discretion of the Municipal Judge.

NOTES:
1 Borough employees and United States Postal Service workers shall be exempt from this entire section. There is no one-hour limit and they can park between 12:00 midnight and 7:00 a.m. In addition, there shall be no one-hour limit for scheduled municipal events to be held in the municipal building.
2 Alpine Public School employees are exempt from this section. They may exceed the one-hour time limit and park overnight between 10:00 p.m. and 7:00 a.m., provided they notify the Police Department of an employee car being left there. In addition, there shall be no one-hour limit for scheduled Board of Education or municipal events to be held at the Alpine Public School.
3 Teachers are exempt from the one-hour parking limit. In addition, there shall be no one-hour limit for scheduled municipal events for Lots E and F.
