There is hereby established the Economic Development Advisory Commission of the Borough of Andover.

Said Commission shall consist of one member of the Borough Council, one member of the Planning/Zoning Board, two members of the general populous, one of which shall be actively engaged in business within the borough. The Commission members shall be appointed for terms of two years, except for the Planning/Zoning Board member and the Council member who shall be appointed annually for one-year terms. Members shall be appointed in accordance with the law. There shall be allowed up to three alternate members appointed at large. Said alternate members shall be appointed and approved by the Borough Council.
The members of the Economic Development Advisory Commission shall choose annually from among its members a Chairman and such other officers as they may deem necessary. The Chairman and other officers shall be chosen at the first meeting of the Commission to be held in January of each year.
A. 
The Economic Development Advisory Commission shall have the following powers and duties:
(1) 
To inquire into, survey and publicize the extent, advantages and utility of vacant land in the borough which is zoned for commercial or industrial purpose.
(2) 
To recommend to the Borough Council the methods of advertising the advantages and opportunities and availability of real estate in the borough for commercial and industrial development.
(3) 
To investigate the availability of state or federal grants which may be available for general community development and particularly for development of commercial and industrial enterprises within the borough.
(4) 
To make such additional studies as may be desirable and necessary to attract commercial or industrial ratables to the borough and to perform such other functions as may be directed from time to time by the Borough Council.
(5) 
To provide a written report to the Borough Council of its activities and recommendations to promote the business and private community of the borough.
(6) 
To attend or have an authorized representative attend and relate the needs of the borough at county and state meetings and functions which relate to the economic welfare and development of the borough.
(7) 
To research and study the borough economics of every nature and to develop, assemble and distribute pertinent information to the Council and the Planning/Board of Adjustment to encourage and assist in the comprehensive and orderly economic development of the borough.
(8) 
To promote the economic development of the borough and to establish such programs with the consent of the Borough Council for the economic development of the borough.
B. 
The Economic Development Advisory Commission herein established shall not be or be deemed to be an Industrial Commission pursuant to N.J.S.A. 40:55B-1 et seq. and shall not have the powers and authority vested in such a statutory commission or any other power or authority other than those enumerated in this section.
The Economic Development Advisory Commission shall meet at least quarterly and at the call of the Chairman. Meetings shall be open to the public.
