A Length of Service Awards Program (LOSAP) is herewith created, in accordance with Chapter 388 of the Laws of 1997, to award eligible members of the Volunteer First Aid Squad for their loyal diligence and devoted services to the residents of Florham Park.
The LOSAP shall provide for a fixed annual contribution to a deferred account for each volunteer member that meets the criteria set forth below, that such contributions shall be made in accordance with a plan that shall be established by the Borough of Florham Park, pursuant to P.L. 1997, c. 388, and that such plan shall be administered in accordance with the laws of the State of New Jersey, the United States Internal Revenue Code, and this chapter.
The LOSAP shall provide for annual contributions to each eligible member that meets the criteria as follows:
A. 
Number of points: 50.
B. 
Years of service required: five years.
C. 
Amounts of award: $100 to $1,150.
The LOSAP shall provide for contributions as credit for no more than 10 years of prior years' services for each eligible volunteer.
The estimated cost of the program has been calculated as follows:
A. 
Past service credit: $50 per member for each year of past service, not to exceed 10 years.
B. 
Annual service credit: Up to $1,150 per eligible member per year, including past service credit in Subsection A above; first year cost not to exceed $64,400 based on current membership levels.
Each active volunteer member shall be credited with points for volunteer services provided to the Florham Park Memorial First Aid Squad, Inc.

This chapter shall not take effect unless it has been approved by the voters as a public question at the next general election to be held on November 6, 2001. If approved, the LOSAP Program will be initiated in the year 2002.[1]

"Recruitment activities" shall be defined to mean that a member has been recruited to join the Squad, has successfully completed the six-month probationary period, and is sworn into active membership. Upon swearing in of the new member, 10 LOSAP points will be awarded to the recruiting member. No more than 10 points can be awarded per year to any one member.
