[HISTORY: Adopted by the Borough Council of the Borough of
Florham Park 12-16-1969 as Ch. 11, §§ 11-2, 11-4, 11-5,
11-6, 11-8, 11-10, 11-11, 11-12, 11-13, 11-15, 11-16, 11-17, 11-18,

No person shall conduct himself in or about the Borough having
concealed upon him any picklock, key, crow, jack, bit or other implement
with an intent to break or enter into any building or shall have upon
him any pistol, hanger, cutlass, bludgeon or other offensive or dangerous
weapon, nor shall any person be apprehended having upon him, whether
concealed or not, any of the foregoing articles or things with the
intent of committing any unlawful act, nor shall any person be found
in or near any dwelling, house, warehouse, stable, barn, coachhouse,
garage, smokehouse or any place of public resort or assemblage for
business, worship or amusement or other lawful purpose with the intent
to steal any goods or chattels, provided that this section shall not
apply to law officers and other persons duly authorized under certain
statutes of this state to carry proper weapons of defense. Possession
of any of the foregoing articles on a public thoroughfare shall be
prima facie evidence of such intent. (NOTE: See also N.J.S.A. 2C:5-5.)
No person, whether owner, tenant, occupant or guest, shall suffer
or take part in any drunken, riotous or other disorderly conduct that
shall endanger or cause disturbance or annoyance to the comfort, repose,
peace or safety of any other inhabitants of this Borough. (NOTE: See
also 2C:33-2.)
No person shall maintain or cause or permit to be maintained a disorderly house or house of ill fame in any building or structure or on any premises owned, occupied or controlled by him; nor shall any person permit any building or other structure or any premises owned or occupied or controlled by him to be frequented or used by unreasonably noisy, riotous or disorderly persons or by prostitutes or other persons violating the law. No person shall willfully make or cause to be made or continue
any disturbance which either annoys, disturbs, injures or endangers
the comfort, repose, health, peace or safety of others within the
Borough; nor shall any person willfully engage in any fight, assault,
brawl, battery or altercation; nor shall any person participate in
or incite by overt act any disturbance or riot or any unruly, boisterous,
unreasonably noisy, unlawful or disorderly assemblage constituting
a breach or disturbance of the peace. (NOTE: See also N.J.S.A. 2C:33-12.)
No person shall place or throw or suffer or permit the depositing
of any stone, sticks, glass, snow or ice or any hard, dangerous or
offensive substance upon any street, avenue, road, highway or other
public thoroughfare; nor shall any person throw any such object or
substance at, upon or against any person, vehicle of transportation,
building or other structure.
No person shall intentionally appear on any street, avenue, road, highway or other public place in a state of nudity or make any indecent exposure of his person or commit or cause to be committed or participate in the commission of any lewd or indecent act or behavior. See also Borough Code §

No person shall, by word, act, sign or other device, invite,
solicit or aid or abet in inviting or soliciting unlawful sexual intercourse
or any other unlawful, lewd, indecent or lascivious act in any public
place or in any place or manner which could be observed by other inhabitants
of this Borough from outside the property upon which such activity
is conducted. (NOTE: See also N.J.S.A. 2C:14-4.)
No person shall write or cause to be written any lewd, indecent
or obscene word or mark whatsoever or draw or cause to be drawn any
lewd, indecent or obscene figure upon any house, building, wall, fence
or other place in the Borough.
No person shall willfully obstruct, molest, hinder, annoy, frighten,
threaten, insult or interfere with any other person lawfully upon
any public thoroughfare or in any public place or in any automobile,
bus or other public or private conveyance lawfully upon any public
thoroughfare. (NOTE: See also N.J.S.A. 2C:33-7.)
No person shall interfere with, hinder, disturb or obstruct
the proceedings, functions or deliberations of the Mayor and Council,
the Board of Health or any other official body of the Borough; nor
shall any person molest, obstruct, hinder or interfere with any Borough
officer or official engaged in the performance of his duty or knowingly
resist or oppose any person authorized by law to make arrests or to
serve any writ, bill, order or process when the person so authorized
is acting in the performance of his duty. (NOTE: See also N.J.S.A.

No person shall maliciously deface, destroy, damage or injure
property of another. (NOTE: See also N.J.S.A. 2C:17-3.)
No person shall intentionally operate a motor vehicle on any
unpaved surfaces or lawns located upon any municipal or public school
property within the Borough.
No person shall disturb the exercises of any school or molest
or give annoyance to children attending such school or any teacher
therein.
No person shall:
A. Mutilate
or remove any notice or damage, destroy or remove any warning sign
or signal or remove any barricade placed or posted on any highway
in connection with or relating to the closing of any road.
B. Drive
any vehicle over or upon the closed portion of any highway.
C. Violate
any rule or regulation for the use of any highway.
A. No person
shall obstruct or otherwise interfere with the appropriate use of
handicap parking areas or fire zones. This includes, though is not
limited to, the placing or maintaining of any blockage, barriers or
physical obstructions in said areas or the placing of or failure to
remove ice or snow in these areas thus interfering with their designated
use. The violation includes not only the person creating the impediment
or interference but also the property owner or tenant who suffers
the interference or impediment to the use to continue.
B. In addition to the penalties provided in §
1-16 of Chapter
1 of the Code, any violator of this section shall be liable for any costs incurred by the Borough in removing or abating the interference or impediment.
