The head of the Department of Code Enforcement shall be the Construction Code Official. He/she shall be appointed by the Township Committee to serve for a term of four years. He/she shall be qualified by training and experience for his duties.
The Code Administrator shall:
A. 
Enforce the codes of the Township and have all of the powers, functions and duties prescribed by general law and by these ordinances for Building Inspector.
B. 
Keep a record of proceedings in a permit book and a complaint book, all of which shall be subject to inspection. He shall report regularly to the Township Committee at its direction the number of permits issued, the estimated costs of such work and the fees received and paid by him to the Treasurer.
C. 
Issue certificates of occupancy.
D. 
Have all the powers and duties prescribed by the Township Committee by ordinance and/or resolution and as directed by the Township Administrator.

E. 
Work with and cooperate with the Department of Zoning and Housing in the performance of their duties to ensure complete and consistent enforcement of the Code.

The Department of Code Enforcement shall be responsible for the enforcement of all laws, ordinances, codes, rules, uniform state construction code and all regulations relating to building of structures, their location, construction, property maintenance and such other ordinances as designated by the Township Committee, and insofar as applicable state law, Township ordinances and adopted codes and standards apply.

Within the Department of Code Enforcement, there shall be a Division of Construction. The Construction Official shall:
A. 
Have, perform and discharge all of the functions, powers and duties prescribed by law for a construction official.
B. 
Enforce all of the rules and regulations relative to the State Uniform Construction Code.
C. 
Act as enforcing agent for the State Uniform Construction Code.
D. 
Perform such other actions that may be mandated by virtue of Chapters 115, 182, 190, 245 and 257 of the Code of the Township of Freehold.
