There is hereby established a Transportation Board consisting of nine members, all of whom shall be residents of the Township.
A. 
The Transportation Board shall be appointed by the Township Committee. The members of the board shall serve without compensation. In January of each year, the members of the Board shall designate one of their number to serve as Chairperson and the presiding officer.

B. 
Terms of office of the members of the Board shall be for one, two or three years to be designated by the Township Committee in making its appointments so that the terms of 1/3 of the members shall expire each year and their successors shall be appointed for terms of three years and until the appointment and qualification of their successors. Members of the Transportation Board shall comply with the provisions of the Code of Ethics (§ 47-22 of Chapter 47, Personnel).
C. 
A vacancy on the Board occurring otherwise than by expiration of a term shall be filled for the unexpired term in the same manner as the original appointment.
The Transportation Board shall have the following powers:
A. 
To act as the coordinating agency of the Township on commuter and public transportation matters and as a liaison between local commuter and public transportation needs and regional, state, and federal agencies administering to those needs.
B. 
To recommend to the Township Committee certain transportation needs of the citizens of the Township by means of reports obtained from research, studies, and compiled data.
C. 
To recommend to the Planning Board plans and programs for inclusion in the Township Master Plan relating to commuter and public transportation.
