[Adopted 9-7-1967 as § 9-21 of the Revised General Ordinances]
An owner or handler shall remove feces left by his/her dog or other animal on any sidewalk, gutter, street, grass strip or other public or quasi-public area, or upon any private property without the prior consent of its owner.

The provisions of this article shall not apply to guide dogs accompanying any blind person, hearing-ear dogs or service dogs.

The inclusion of this provision within this chapter shall not be considered to vest exclusive jurisdiction to the Department of Health in terms of enforcement of this provision; violations of this article may be enforced by other City officials, including the uniformed members of the Police Department.
Violations of this article shall be punishable as provided in Chapter 1, Article III, General Penalty.
