No vehicle used wholly or partially for exterior advertising shall be driven or operated in or through any public street, avenue, or other public place in the City, provided that business notices upon ordinary business vehicles shall be permitted so long as such vehicles are engaged in the usual business or regular work of the owner and are not used merely or mainly for advertising; and provided, further, that vehicles participating in any public demonstration may be used wholly or partially for exterior advertising unless such advertising shall be libelous in its character. Nothing contained herein shall be construed to prevent anyone who offers himself/herself for public office or preferment, by election, from advertising his/her candidacy on vehicles driven or operated in and through the public streets, avenues, or other public places of the City.
No person shall carry or display, by any means whatsoever, any advertisement on any sidewalk or roadway of any street, avenue or other public place in the City for the purpose of attracting public notice, provided that nothing in this section shall apply to noncommercial advertisement worn upon the person or carried or displayed in any public demonstration which does not expose any person to hatred, contempt, ridicule or obloquy, and which is not calculated to injure any person in his/her business or occupation; nor shall it apply to any ordinary business advertisement on the front or side of any building, or to any stationary sign now permitted by law, or to the display of goods, wares or merchandise within two feet of any house line, or to any political advertisement carried or displayed in any political campaign, or to any advertisement carried or displayed upon objects or devices used in connection with a public purpose, when such form of advertisement or the use of such objects or devices has first been approved by the City Council.
No person shall place or string any sign, banner, streamer or other device for advertising purposes over and across the whole or any portion of any public street within the corporate limits of the City, except upon occasions of public celebrations and exhibitions and upon the written permission of the Police Director. Nothing herein contained shall prevent the erection of advertising signs in conformity with the provisions of existing ordinances not in conflict with the provisions of this chapter.
No person shall post or cause to be posted any bill, placard, notice or advertisement of any kind whatsoever upon any building, wall, fence or post without the consent of the owner thereof, within or adjoining any street or thoroughfare of the City.
A. 
Findings.
(1) 
The City Council has determined that the health, safety and welfare of the City can best be served by placing certain restrictions upon the presence of guide or identification signs on public right-of-way lines of streets in the City; and
(2) 
The City of Trenton is an urban city consisting of numerous streets and multiple neighborhoods and districts; and
(3) 
Many of the visitors to the City have experienced much difficulty in locating neighborhoods and/or districts within the City; and
(4) 
Many residents and merchants have notified the City administration of the need to place guide or identification signs on City sidewalks or roadways; and
(5) 
It is in the best interests of the City to encourage and facilitate the travel of people visiting the City by installing guide or identification signs at designated locations.
B. 
Guide or identification signs for neighborhoods and/or districts. Guide or identification signs for neighborhoods and/or districts shall be permitted to be installed on public right-of-way lines of streets in the City, subject to the review and approval of the Director of the Division of Traffic and Parking, and restricted to the following designated locations:

C. 
Dimension of lighting restrictions. The height dimension and lighting of the sign shall be subject to the following restrictions:
(1) 
The size of the sign shall not exceed a dimension of 24 inches in height and 18 inches in width.
(2) 
The sign shall be placed on a freestanding pole at least seven feet above the sidewalk.
(3) 
The sign shall not be lit, but may contain reflective lettering to assist with nighttime visibility.
D. 
Requirements prior to installation.
(1) 
Written approval. A sign may not be installed without prior written approval from the Director of the Division of Traffic and Parking, certifying that the sign does not impair visibility or present a traffic hazard.
(2) 
Notice to adjoining owners; hearing before City Council. Prior to installing the sign, the applicant shall serve certified notice to all property owners within 50 feet of the proposed sign location, notifying them that a public hearing is to be held before City Council to approve the installation of the sign. This certified notice shall be distributed at least 10 days prior to the public hearing. Notice shall also be provided to the occupants of these properties.
E. 
Maintenance of sign. If the sign falls into disrepair or is found to pose any type of hazard to pedestrians or drivers, the Director of the Division of Traffic and Parking may order the immediate removal of the sign and present an ordinance to City Council recommending deletion of this sign from the designated location list.
Violations of the provisions of this article shall be punishable as provided in Chapter 1, Article III, General Penalty.
