There is hereby adopted and incorporated by reference, as if set out
at length herein, for the purpose of establishing minimum plumbing standards
which will provide reasonable safeguards for sanitation to protect the public
health against the hazards of inadequate, defective or insanitary plumbing
installations, that certain code known as the "2000 International Plumbing
Code," published by Building Officials and Code Administrators International,
Inc., subject to the modifications hereinafter provided.

Three copies of the International Plumbing Code herein adopted are on
file with the City Clerk, kept with the city ordinance book and available
for public use, inspection and examination. In addition, the City Clerk has
copies available for distribution to the public at cost.
All of the provisions of Chapter 94, Code Enforcement, are hereby adopted with this chapter. The administration and enforcement of the International Plumbing Code herein adopted shall be carried out by the Office of Code Enforcement, in accordance with the procedures established in Chapter 94 and by the International Plumbing Code herein adopted. Chapter 94 provides for certain powers and duties of a Code Enforcement Officer, for the creation of a Code Hearing Board and for procedures relative to applications, fees, permits, inspections, appeals, penalties and other matters.
The term "administrative authority," as used in the International Plumbing Code herein adopted, shall mean the Code Enforcement Officer and/or Office of Code Enforcement, as used in Chapter 94, Code Enforcement.
A.
A permit shall be required for plumbing work in accordance with the provisions of this chapter, the International Plumbing Code herein adopted and Chapter 94, Code Enforcement.
B.
There shall be a fee of $0.50 for each $100 of total
valuation of plumbing work to be performed, except that no fee shall be less
than $5.[1]

Any person, firm or corporation who or which violates any of the provisions
of this chapter shall be punished by a fine of not more than $1,000, plus
costs of prosecution, and, in default of payment thereof, shall be sentenced
to a term of imprisonment of not more than 90 days. Each day's continuation
of a violation shall constitute a separate offense.
