There is hereby adopted and incorporated by reference, as if set out at length herein, for purpose of establishing minimum property maintenance standards which will provide reasonable safeguards for buildings used for human occupancy and habitation, that certain code known as the "2006 International Property Maintenance Code," published by the International Code Council, Inc., subject to any modifications hereinafter provided.

Three copies of the International Property Maintenance Code adopted herein are on file with the City Clerk, kept with the city ordinance book and available for public use, inspection and examination. In addition, the City Clerk has copies available for distribution to the public at cost.
All of the provisions of Chapter 94, Code Enforcement, are hereby adopted with this chapter. The administration and enforcement of this chapter and of the International Property Maintenance Code herein adopted shall be carried out by the Office of Code Enforcement in accordance with the procedures established by Chapter 94 and by the International Property Maintenance Code herein adopted. Chapter 94 provides for certain powers and duties of the Code Enforcement Officer, for the creation of a Code Hearing Board and for procedures relative to applications, fees, permits, inspections, appeals and penalties.[1]

Provisions regarding existing structures in floodplain areas shall be as set forth in Chapter 121, Flood Damage Prevention.

Any person, firm or corporation who or which violates any of the provisions of this chapter shall be punished by a fine of not more than $1,000, plus costs of prosecution, and, in default of payment thereof, shall be sentenced to a term of imprisonment of not more than 90 days. Each day's continuation of a violation shall constitute a separate offense.
