Any person casting, throwing or causing to be
cast or thrown into any of the streams, ditches, sewers, gutters or
culverts in the said Village any straw, shavings, wood, stones, shells,
rubbish or filth, or causing any obstruction or nuisance or stopping
of the course thereof, shall be subject to a penalty of not more than
$250 or imprisonment for a term not exceeding 15 days, or both, for
every such offense.
