There is hereby established a Public Vehicle Commission which shall consist of five members appointed by the Town Board of the Town of Niagara for a term of three years, except that the initial appointment shall have two appointees for terms of three years, two appointees for terms of two years and one appointee for a term of one year, and thereafter each appointment shall be made for a full term of three years. The Supervisor shall designate the Chairperson of the Commission. The Public Vehicle Commission shall meet on the call of the Chairperson or of two members thereof at such time or times as may be necessary to transact its business.
The Public Vehicle Commission shall have the power to regulate the licensing and operation of taxicabs and other public vehicles as provided by Chapter 228, Taxicabs, of the Code of the Town of Niagara. In addition to the other powers and duties granted herein, the Public Vehicle Commission shall, when requested by the Town Board of the Town of Niagara, make studies and hold necessary hearings concerning any and all traffic conditions within the Town of Niagara and shall make reports available to the Town Board of the Town of Niagara and any other boards of the Town of Niagara that may be concerned with traffic problems. Said reports shall contain recommendations by the Public Vehicle Commission to the Town Board.
