GENERAL REFERENCES
Parks and recreation areas — See Ch. 183.
The name of this organization shall be the "Town of Niagara Recreation
Committee."
The purposes of this chapter are to:
A.
The Chairperson shall perform the duties traditionally
designated to that position (i.e. take charge, make appointments, etc.).
B.
The Vice Chairperson shall perform the duties traditionally
designated to that position (i.e. take charge in absence of the Chairperson).
C.
The Secretary shall perform the duties traditionally
designated to that position (i.e. take minutes of each meeting, handle correspondence,
etc.).
Membership shall be limited only to those appointed by the Town of Niagara
Board and Chief Executive Officer of the Town of Niagara. Absence from three
successive meetings without adequate explanation may be grounds for a petition
of removal to the Town of Niagara Recreation Committee, having taken a majority
action of those members present constituting a quorum.
Regular meetings of the Committee shall be held monthly throughout the
year. Special meetings may be held from time to time. The Chairperson shall
call such meetings within 10 days following a request. The presence at any
meeting of not less than three members shall constitute a quorum. Meeting
days and times shall be determined by the membership of the Committee.
The order of business of a regular meeting of the Committee shall be:
The election of officers shall be conducted using the following as a
guide:
A.
Nominations and elections shall take place on the same
night as the first meeting of the month of January. Persons elected shall
take office immediately, except that the Town Board shall have 30 days to
disapprove the selection of a Chairperson.
B.
Persons to be elected must be present to be elected.
C.
Voting will be by secret ballot.
D.
Terms of office shall be two years. Officers may succeed
themselves.
E.
In the event of a vacancy, the remaining members may
elect a successor to fill the unexpired term.
Subcommittees shall be formed when deemed necessary.
A.
Potential employees shall be recommended by the Recreation
Director to the Recreation Committee. Voice vote will be used to either accept
to reject the candidates.
B.
The Director shall be responsible to make periodic evaluations
as to the competency of the employees. If the Director should discover incompetency,
he or she shall have the authority to discharge the employee and report to
the Committee.
C.
Town residents shall be given preference in hiring over
nonresidents. Nonresidents will be hired only if qualified residents have
not applied.
D.
All selected summer employees hired must have proof of
a physical taken within the prior 60 days.
A.
All programs are open to Town of Niagara residents.
Exceptions will be made on a need-for basis and submitted to the Town Board.
B.
Identification (ID) cards are required for participation
in all town recreation activities. A nominal fee will be charged for each
ID card issued. ID cards must be presented at all special recreation activities.
This chapter may be amended by the Committee at any regular or special
meeting following the introduction of the proposed change(s) at a regular
meeting. A special meeting for this purpose shall not be called sooner than
seven days after the meeting at which the change(s) was first introduced.
