A.
All appointed boards, commissions and councils of
the Village are advisory to the Mayor and Board of Trustees and possess
no discretionary or administrative sovereign powers. Appointments
are at the will of the Mayor or appointing body, although designated
for a specific term of years.
B.
For purposes of this section, "appointees," are, by
definition, not employees or public officers of the Village. Such
appointees shall be known as "advisors."
C.
Excepted from this section are those boards, councils
or commissions specifically possessing discretionary sovereign powers
as designated by state or local law.
