An engineer, employee or official of the Incorporated Village of Port Jefferson or any inspector performing services for the Incorporated Village of Port Jefferson may enter upon any lands, waters, streets or places, public or private, within the boundaries of the Village without interference or restraint for the purpose of making inspections or examinations, including the making of test pits and test borings and the installation of temporary boundary stakes necessary or convenient in the exercise or performance of their powers, duties or services, provided that any test pits or borings shall be refilled, any temporary boundary stakes shall be removed and any real property disturbed shall be restored to its previous condition.
