As used in this article, the following terms
shall have the meanings indicated:
Refers to an assembly consisting essentially of the container
and fittings for all container openings, including shutoff valves,
excess flow valves, liquid-level gauging devices, safety-relief devices
and protective housings.
Includes all vessels, such as tanks, cylinders or drums,
used for transportation or storing liquefied petroleum gases.
United States Standard gallons. One gallon equals 0.83 Imperial
gallon equals 231 cubic inches equals 3.785 liters. The weight of
one United States gallon of water, as used in this chapter, is understood
to be freshwater (not seawater) standard of 8.33 pounds at 62º
F.
Any material which is composed predominantly of any of the
following hydrocarbons, or mixtures of them: propane, propylene, butane
(normal butane or isobutane) and butylenes.
Refer to pounds per square inch gauge and pounds per square
inch absolute, respectively.
Refers to an assembly of equipment consisting essentially
of the containers, major devices, such as vaporizers, safety-relief
valves, excess-flow valves, regulators and piping connecting such
parts.
An integral vaporizer burner unit, dependent on the heat
generated by the burner as the source of heat to vaporize the liquid
used for dehydrators or dryers.
A.
A permit shall be obtained for each installation of
liquefied petroleum gas, either permanent or temporary. All permit
applications shall be submitted prior to installation and will be
accompanied by a plot plan showing location of tanks in relation to
adjacent structures, type of tank base and piping detail. All work
shall conform to generally accepted standards.
C.
Installers shall maintain a record of all installations
(but not including installation of gas-burning appliances and replacing
of portable cylinders) and have it available for inspection by the
Bureau of Fire Prevention.
It shall be the duty of the Bureau of Fire Prevention
to inspect liquefied petroleum gas installations to determine if the
provisions of this article are being complied with.
A.
At least one competent and reliable attendant shall
remain close to the transfer connection, from the time the connections
are first made until they are finally disconnected, during the transfer
of the product.
B.
Gas or liquid shall not be vented to the atmosphere
to assist in transferring the contents of one container to another.
A.
Extinguishers required. Each vehicle transporting
liquefied petroleum gases either in cargo tanks or in individual system
cylinders shall be provided with at least one approved portable fire
extinguisher having at least a 12-B.C. rating. Ratings shall be in
accordance with National Fire Protection Association Standard No.
10 Standard for Installation of Portable Fire Extinguishers.
B.
Smoking prohibited. Truck drivers and their helpers
shall not smoke or allow smoking around the truck, on the road, while
making deliveries, filling the truck or making repairs to truck or
trailer while within the limits of the Incorporated Village of Port
Jefferson.
C.
Chock blocks for trucks. Each truck shall carry chock
blocks which shall be used to prevent rolling of the vehicle whenever
it is parked, including when loading and unloading.
D.
Marking vehicles. All vehicles transporting liquefied
petroleum gases either in tanks or cylinders shall be marked on each
side and rear on a sharply contrasting background with the words "Flammable
Compressed Gas" or "Flammable Gas" in block letters at least three
inches high; and in block letters at least two inches high "Liquefied
Petroleum Gas" or "Butane or Propane," as appropriate.
E.
Transportation of portable containers.
(1)
Portable containers transported in vehicles shall
be secured to prevent movement, tipping over or physical damage. Valves
shall be safeguarded against physical damage due to collision or overturning.
Containers not exceeding 200 pounds' water capacity may be transported
in other than an upright position, provided that they are well secured
against rolling or sliding.
(2)
Containers not considered portable, which are not
designed for transportation and not permanently attached to the vehicle,
shall be properly secured against movement during transportation.
Such containers shall contain no more liquefied petroleum gas than
5% of their water capacity during transportation. The container shall
be braced or otherwise secured on the vehicle to prevent relative
motion while in transit.
(3)
Valves, regulating and other tank-accessory equipment
shall be adequately protected against physical damage during transportation.
