A certain document, copies of which are on file in the office of the Township Manager/Secretary, being marked and designated as the "BOCA National Fire Prevention Code, Tenth Edition, 1996," as published by the Building Officials and Code Administrators International, Inc., is hereby adopted by the Township of Springfield, Delaware County, Pennsylvania, for the control of buildings and structures as herein provided, and each and all of the regulations, provisions, penalties, conditions and terms of said BOCA National Fire Prevention Code are hereby referred to, adopted and made a part hereof as if fully set out in this ordinance, together with the code known as the "Life Safety Code" (NFPA 101)," of the National Fire Prevention Association, being particularly the 1994 Edition, both of which shall be hereinafter referred to as the "Fire Prevention Code" and which are hereby referred to, adopted and made a part hereof as if fully set out in this ordinance.
All ordinances or parts of ordinances inconsistent with this ordinance are hereby repealed.
If any provision, sentence, clause, section or part of this ordinance is for any reason found to be unconstitutional, illegal or invalid, such findings shall not affect or impair any of the remaining provisions, sentences, clauses, sections or parts of this ordinance. It is hereby declared as the intent of the Township Commissioners that this ordinance would have been adopted had such unconstitutional, illegal or invalid provision, sentence, clause, section or part not been included herein.

Any person who shall violate a provision of the BOCA National Fire Code Tenth Edition, 1996, or the code known as the "Life Safety Code (NFPA 101)," being particularly the 1994 Edition, both of which are referred to as the "Fire Prevention Code," or who shall fail to comply with any requirements thereof or directive of the Township Code Enforcement Officer or Fire Marshal or the deputy thereof or who shall erect, construct, alter or repair a building or structure in violation of an approved plan, a permit or certificate issued under the provisions of the Fire Prevention Code shall, upon judgment against the person by summary conviction or by procedures by summons before any District Justice, be subject to the penalties provided in Chapter 1, Article II, of the Code of the Township of Springfield.

F-107.8 Payment of Fees: A permit shall not be issued until the designated fees have been paid to the Township Treasurer in accordance with Chapter 40, Fee Schedule, of the Code of the Township of Springfield.

To use explosives or blasting agents.
4.
To operate a terminal for handling explosives or blasting agents.
5.
To deliver to or receive explosives or blasting agents from a carrier at a terminal between the hours of sunset and sunrise.
6.
To transport blasting caps or electric blasting caps on the same vehicle with explosives.

1.
To install, remove, repair or alter in any way a stationary tank for the storage of flammable or combustible liquids, or to modify or replace any line or dispensing device connected thereto.

For the storage, handling or use of Class I liquids in excess of 5 gallons in a dwelling or other place of human habitation, or in excess of 10 gallons in any other building or occupancy, or in excess of 60 gallons outside of any building.

Storage, handling or use of Class II combustible liquids or Class III combustible liquids in excess of 25 gallons in a building, or in excess of 60 gallons outside of a building, except for fuel oil used in connection with oil-burning equipment in a single-family residential building.

Approval and a permit shall be obtained from the Fire Official for each installation of liquefied petroleum gas utilizing storage containers of over 2,000 gallons individual water capacity, or with an aggregate water capacity, or with an aggregate water capacity exceeding 4,000 gallons.  Prior to making such an installation, an installer shall submit plans to the Fire Official and if compliance with the requirements of this code is shown by said plans, a permit shall be issued

F-107.8.1 Double fees: In case any work for which a permit required by this code is started or proceeded with prior to obtaining said permit, the fees specified in this section of this code shall be doubled, but the payment of such double fee shall not relieve any person from fully complying with the requirements of this code in the execution of the work or from any other penalties prescribed herein.
