For the purpose of this ordinance, the following terms shall have the meanings indicated:
CODE ENFORCEMENT OFFICER
The duly appointed Code Enforcement Officer or his assistant or deputy of the Township of Springfield.
OFFICIAL NUMERICAL DESIGNATION
The number assigned to a building or premises by the Township Engineer.
OWNER
Any property owner, tenant or other person who is in charge of or responsible for the maintenance or operation of the premises.
TOWNSHIP ENGINEER
The duly appointed Township Engineer of Springfield Township.
TOWNSHIP MANAGER
The duly appointed Township Manager or, in his absence, the Assistant Township Manager.
In the Township of Springfield, every owner of any building or buildings, other than small accessory buildings, as well as apartment units, condominium units and mobile home stands, shall obtain from the Township Engineer the official numerical designation for said building or unit and shall cause such number to be displayed on the front of each building so as to be distinctly visible from the street. Apartment or condominium developments with multiple units shall display adequate signing to indicate to police and other emergency services the location of specific units within the development. As an additional aid to police, fire and emergency services, all office, commercial and industrial developments shall display an additional set of the official numbers on the rear, or side, exit doors corresponding to the number on the front entrance. All official numbers shall be displayed so as to be readily discernible, in figures not less than 3 1/2 inches in height.
The Township Engineer is hereby authorized to assign a number to any building or unit situate in or hereafter to be erected within the township, and said Township Engineer is hereby authorized to alter or change any number as may be deemed necessary for township convenience.
A. 
The Township Code Enforcement Officer shall provide the owner of every building or unit with the assigned official number on the building permit for said building.
B. 
The Township Engineer shall give written notice of any change of number to the owner of the building, and such owner shall, within seven days thereof, cause such changed number to be displayed as provided in § 82-2.
Every owner of any building shall, as a condition for receipt of a certificate of occupancy, display the assigned official number for said building and/or its units as provided in § 82-2.
Any person or persons, firm or corporation intending to start the erection of any building or the addition to a building or the subdivision of any building shall, at that time of applying for a building permit for such reconstruction, obtain information as to the effect such construction will have upon numbering and, if a change in numbering is found necessary, shall, as a condition for receipt of a certificate of occupancy, cause the display of the resulting numbering as provided in § 82-2.
No person, firm or corporation in possession of or having control of any building or premises in the Township of Springfield shall permit or allow thereon any trees or other vegetation, trash, containers, signs or other structures to obscure the assigned number displayed on a building. Posted numbers shall be maintained thereafter for the safety of the building occupants.
It shall be the duty of the Code Enforcement Officer and his/her assistant or deputy to enforce the provisions of Chapter 82, with the assistance of police officers and the Fire Marshal.
Any person, firm or corporation subject to the requirements of this ordinance, who shall fail to comply with the terms hereof, shall be considered to be in violation thereof and shall be subject to the penalties provided in Chapter 1, Article II, § 1-10, entitled "Violations and penalties," Subsection A(1).
Ordinance No. 382 of December 12, 1950, is hereby repealed.
