As used in this chapter, the following terms shall have the meanings indicated:
DETENTION BASIN
A topographical depression created naturally or by man-made methods that detains water during a storm event but is usually dry or not submerged in water all other times.
FILL
Any material or compound element, natural or man-made, which would reduce the volume of water that could be stored in a basin.
RETENTION BASIN
A topographical depression created naturally or by man-made methods that holds water at all times but retains an additional volume of water during a storm event, that eliminates or reduces flooding of any area downstream from the outfall of the basin.
YARD WASTE
Grass clippings, garden waste, leaves, branches, weeds that have been pulled loose, dirt or mulch, any other organic waste generated by a property.
It shall be illegal to fill or deposit any yard waste in any retention or detention basin in the Village of Pleasant Prairie.
Water shall not be diverted to a retention or detention basin that does not naturally drain to said basin.
It shall be illegal to alter, change or inhibit in any manner the shape, size, or slope of any outfall structure of any detention or retention basin.
Any person who violates any provisions of this chapter shall be subject to a penalty as provided in Chapter 1, § 1-4, of the Code of the Village of Pleasant Prairie.
