GENERAL REFERENCES
Noise — See Ch. 181.
As used in this chapter, the following terms shall have the
meanings indicated:
A business that performs lawn and yard maintenance where
the cutting of grass and removal of leaves are performed.
A gas-powered device used for the blowing of leaves and grass
in lawn maintenance work.
The dB(a) rating as provided by the manufacturer of leaf
blower machines.
The use of gas-powered leaf blowers is regulated per Township
ordinance.[1]

Except for those landscapers registered with the State of New Jersey,
pursuant to the Contractors' Registration Act, N.J.S.A. 56:8-136
et seq. and pursuant to New Jersey Administrative Code § 13:45A-17.2,
commercial lawn maintenance businesses shall register with the Township
Public Works Department, by March 1 of each year. Those landscapers
registered with the State of New Jersey shall provide a copy of their
state registration to the Township Public Works Department on or before
March 1 of each year.

Information to be provided at this registration will include name
of business owner (owners of business), address of owner(s), telephone
number(s) of owner(s), license plate of trucks used in business and
type of leaf blowers, make, manufacturer, manufacture information
concerning rated decibel level of leaf blowers, manufacturer's
information concerning EPA handheld engine used in business.

A registration fee of $50 per business and a fee of $50 per truck
used to haul leaves shall be charged.

Each registered truck shall be provided a sticker by the Township,
and this sticker shall be posted on the front driver's side panel
of the truck.
No commercial lawn maintenance business shall deposit leaves
on a public street more than seven days before a regularly scheduled
Department of Public Works pickup.
Registered commercial lawn maintenance businesses shall be permitted
to deposit leaves at a site provided at the Township Public Works
yard after December 1 of each year.
In the event of a weather emergency or other emergent circumstances,
the Township Emergency Management Coordinator shall be permitted to
modify the restrictions of this chapter.
This chapter shall be enforced by the Township Police Department,
Building Department, Health Department, Public Works Department or
other Township employee as designated by the Township Administrator.
