As used in this chapter, the following terms shall have the meanings
indicated:
A natural person, corporation, partnership, joint-stock company or
association operating a retail business.
A wheeled container provided by a merchant for use in connection
with such merchant's business and intended for the carting or carrying
of merchandise by the patrons of that business.
Includes streets, avenues, roads, alleys, lanes, highways, boulevards,
concourses, driveways, culverts, sidewalks, crosswalks, parking lots, and
parking areas used by the general public.
No merchant shall provide shopping carts for the use of the patrons
of his business without first affixing to each shopping cart a permanent identification
tag setting forth the name and address of the merchant.
It shall be unlawful for any person to abandon or otherwise leave a
shopping cart unattended on a street.
Any person violating any of the provisions of this chapter shall be
liable for and forfeit a penalty of not more than twenty-five dollars ($25.)
for each violation.
