As used in this article, the following terms
shall have the meanings indicated:
Includes each and every plot or parcel of land within the
municipality, whether publicly or privately owned, and all streets,
drains and waterways therein.
Includes every condition which by its creation or character
adversely affects or tends to adversely affect public order, protection
of persons and property, the public health and the safety and prosperity
of the municipality and its inhabitants.
Any physical conditions contrary to the prohibitions herein
contained which is either:
A.
No person shall, upon any property which that person
owns, controls, has access to or is responsible for, dump, cause or
suffer the deposit or accumulation or maintenance of unsanitary material,
whether of dirt, rubbish, garbage, ashes, refuse, waste and the like,
upon any property within the Township.
B.
No person shall, upon any property which that person
owns, controls, has access to or is responsible for, suffer or permit
the growth or the presence of noxious or poisonous weeds or other
growth which tends to adversely affect the health or comfort of the
public.
C.
No person shall discard or dump any household or commercial
garbage, refuse, rubbish, junk, vehicles or vehicle parts, rubber
tires, appliances, furniture, brush, garden debris, etc., upon any
public street or road, on or off any right-of-way, or on the private
property of another, including into garbage and/or rubbish containers
provided by the private property owner, except by written consent
of the owner of said property.
Every owner of private property may, and the
Chief of the Police Department shall, when ordered to do so by the
Township Committee, erect or place upon any property upon which violations
of this article are being created or permitted, a notice to the effect
that the dumping of rubbish, garbage, refuse, waste and the like is
prohibited by ordinance and that offenders may be subjected to the
penalties provided by law.
