There is hereby created a Department of Public Safety of the Township of Plainsboro. The Department will consist of the Divisions of Police, Volunteer Fire Company, Volunteer Rescue Squad and Emergency Services Technicians and the Office of Emergency Management and such other divisions as the Township may from time to time create.

The Director of Public Safety shall be appointed by a majority vote of the Township Committee and shall hold office at the pleasure of the Township Committee. The Director shall be a full-time employee of the Plainsboro Township at the time of appointment. The Director shall be knowledgeable, by reason of education and experience, in administering a department of the size, type and complexity of the Department of Public Safety. Direct experience in one of the disciplines included in the Department is required. In the temporary absence of a Director of Public Safety, the Township Administrator may appoint an Acting Director for a period of up to six months.
Each of the division heads shall report to the Director of Public Safety, who in turn shall report to the Township Administrator, except that the Division of Volunteer Fire Company and Division of Volunteer Rescue Squad shall report in this manner only for the purposes of coordination and budgeting.

The Department of Public Safety, under the direction of its Director, shall, through the cooperation of the divisions, be responsible for the proper and efficient coordination and management of public safety, emergency and emergency-related services provided by: Township departments, divisions and personnel; volunteer agencies; and nonlocal governmental agencies; subject to applicable provisions of state and federal law and regulations. In order to carry out these responsibilities, the Director of Public Safety shall:
A. 
Assist the divisions in preparing annual budget requests to the Township Administrator.
B. 
Coordinate the preparation and submission of monthly and annual reports when appropriate.
C. 
Coordinate training of the divisions in a variety of matters of interest to the divisions.
D. 
Coordinate drills with any or all divisions.
E. 
Develop plans and programs for dealing with public safety issues and emergency situations.
F. 
Keep records, review and analyze the performance of all divisions of the Department.
G. 
Maintain responsibility for all media relations at crime scenes, disasters or other emergencies.[1]

Annually, the Township Committee shall designate one of its members to be Liaison to the Department of Public Safety. Subject to administrative control and practice, the Liaison shall become knowledgeable about the general functioning of the Department; serve on any and all boards, bureaus or committees of the Department; and act as a contact between the Department and the Township Committee.

The Public Safety Task Force shall be appointed annually by the Mayor and Township Committee. The Township’s Emergency Management Coordinator shall be a member of the Task Force.

A. 
All public safety communications officers shall be appointed by the Township Administrator. Candidates for appointment to positions as public safety communications officers shall be drawn from an eligibility list established through the procedures set forth by the Director of Public Safety. Such eligibility list shall be active for a period of 12 months.

B. 
Appointment to such positions shall not be permanent unless such person has been given a probationary or temporary appointment in such position for a period of one year from the date of hire.
C. 
Public safety communications officers shall be subject to all personnel policies and rules and regulations promulgated by the Township Committee of the Township of Plainsboro.
D. 
Uniforms and other pertinent equipment shall be furnished to all public safety communications officers and shall at all times be and remain the property of the Township of Plainsboro and, upon separation, shall be returned to the Township.
