A. 
Except as otherwise provided in this Act, all elections affecting the government of the City shall be conducted in accordance with the provisions of the General Election Law of this state.
B. 
Any recall, referendum, initiative, public question or public proposition relating to the government of the City shall be publicized and advertised by the City Clerk who shall keep posted in a prominent location in the City Clerk's office and in each of the official newspapers of the City (but in no event in less than two newspapers circulated and distributed in the City) on at least two occasions at least five days but not more than 30 days prior to the date of election, the text of the matter to be submitted, the date of election and the hours during which the polls will be kept open.
