No person shall be appointed to any municipal board, commission or authority of the City of East Orange who at the time of the appointment is an employee of the City of East Orange.
No person shall be employed by the City of East Orange who at the time of his employment is a member of any municipal board, commission or authority of the City of East Orange.
A. 
Any employee of the City of East Orange, after acceptance of membership on any board, commission or authority of the City of East Orange, shall make election as to continuance of employment or membership on any board, commission or authority, and upon failure to make such election, membership on any board, commission or authority shall be null and void.
B. 
Any member of a board, commission or authority of the City of East Orange who shall be employed by the City of East Orange shall make election as to continuance of membership on such board, commission or authority or employment, and upon failure to make such election, employment by the City of East Orange shall be null and void.
As used in this article, the following terms shall have the meanings indicated:
EMPLOYEE
Includes all personnel of the City who receive their compensation from City funds or any federal, state or county grant or program administered by the City of East Orange.
MEMBERSHIP ON ANY BOARD, COMMISSION OR AUTHORITY
Includes all persons on any board, commission or authority nominated by the Mayor and confirmed by City Council, or those nominated by the Mayor without required confirmation by City Council, or those nominated by City Council without need of confirmation.
A. 
This article shall not apply to those City employees who presently serve upon any board, commission or authority, but shall be effective upon termination of their appointment to any board, commission or authority.
B. 
This article shall not apply to simultaneous employment and membership upon any board, commission or authority as permitted by law.
C. 
The provisions of this article shall not apply to those City employees employed solely by virtue of their appointment to any board, commission or authority.
