There is hereby established the office of the City Administrator. The City Administrator shall be a City officer appointed by the Mayor and confirmed by City Council. The City Administrator shall serve for a term coterminous with that of the Mayor. The City Administrator shall, by education, experience and ability, be qualified to perform the duties established for him or her.
A. 
The City Administrator, under supervision of the Mayor, shall be responsible for the daily operation of City government. The City Administrator shall serve as liaison between the Mayor, department heads, excluding the Corporation Counsel's office, and the City Council. Other duties shall include direct supervision of department heads, excluding the Corporation Counsel's office, primary business advisor to the Mayor and organizational developer of management and budget policies and procedures that effect the daily operation of City business.
B. 
All management functions of the City Administrator will be performed through regularly scheduled meetings with all department and division heads and through meetings with individual department and division heads as necessary to effectuate the functions of this office. The City Administrator shall meet regularly with the Mayor to advise regarding general municipal issues, specific management items, personnel matters and City Council agenda.
C. 
The City Administrator shall not be involved with operational functions of boards, commissions and authorities, except to the extent that management of said agencies effects the budget policies promulgated by this office.
D. 
The City Administrator shall be the Chief Personnel Officer.

Editor's Note: Former Subsection E, added 1-30-2012 by Ord. No. 1-2012, which established a Procurement Division in the office of the City Administrator, was repealed 11-12-2019 by Ord. No. 34-2019.
F. 
Within the Office of the City Administrator shall be the Personnel Management Division. The Personnel Management Division shall be responsible for those duties, policies and activities as set forth in Chapter 60 of Code of the City of East Orange, entitled "Personnel Policies."
The Office shall have additional personnel as may be provided for by the budget and set forth in the Salary Ordinance of the City. Said personnel shall be qualified by experience and training to perform the duties assigned by the City Administrator.

There is hereby established the Division of Information Technology within the Office of the City Administrator. The Information Technology Director, hereinafter referred to as "IT Director," shall be an employee appointed by the Mayor. The IT Director shall, by education, experience and ability, be qualified to perform the duties established by this office.

A. 
The IT Director, under the supervision of the City Administrator, shall be responsible for the daily maintenance of the City's information systems and all other necessary computer-related functions as they may arise.
B. 
The IT Director shall utilize the best cost-effective means in maintaining the computer systems. He or she shall regularly advise the City Administrator of any necessary changes or enhancements required to efficiently maintain the information systems and their effective use.
C. 
The IT Director shall provide training or instruction of various computer systems to City employees as needed.
D. 
The IT Director shall prepare and facilitate the adoption of standards for computer hardware and software acquisition and standard computer maintenance procedures for each City department.
E. 
The IT Director shall have oversight of the City's website development and maintenance.
