Legal holidays, for the purposes of this chapter, shall be New Year's Day, Presidents' Day, Martin Luther King Day, Good Friday, General Election Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day. If any of the aforesaid holidays fall on Sunday, then the Monday following shall be deemed to be a legal holiday.

All municipal parking lots are hereby designated as public places, and no person shall commit any act thereon which is prohibited by this Code or other City ordinance in a public place.

A. 
Except as provided for metered parking, permit parking, free parking in municipal parking lots and use by City employees and school personnel as designated by the Director of Public Works, no person shall park in or otherwise utilize any municipal parking lot.
B. 
Parking stalls shall be used for the parking of passenger automobiles and commercial vehicles not exceeding a one-ton capacity and not equipped with dual rear wheels. Any commercial vehicle parked in accordance with this section shall not contain tools, equipment or debris exposed or visible to the public. All vehicles shall be parked within the white lines designating each stall.
A. 
No person shall park in any area of a municipal parking lot which has been reserved by the Director of Public Works, with or without meters, for the exclusive use of authorized City employees and authorized City school personnel. All such areas shall be marked by the Director of Public Works by signs of sufficient size to advise that such areas are reserved for use of City employees and school personnel.

B. 
The Director of Public Works or his duly designated agent shall issue for City employees, and the Board of Education or its duly designated agent shall issue for school personnel, an official sticker insignia which such City employees and school personnel shall place on the rear window of any motor vehicle utilizing such reserved areas.

C. 
It shall be unlawful for any unauthorized person to park in any areas reserved by suitable signs for use by authorized City employees and authorized City school personnel.

Overnight parking in municipal parking lots is prohibited unless a permit shall be issued by the Tax Collector or his duly authorized agent. Unless otherwise provided herein, the fee for such permit shall be as provided for in Chapter 170, Licenses and Fees, and the holder thereof shall thereby be entitled to park the passenger automobile and commercial vehicle specified in the permit in the designated municipal parking lot between the hours of 9:00 p.m. and 12:00 midnight, and from 12:00 midnight of the previous day to 9:00 a.m. daily, Mondays through Saturdays, and all day on Sundays and legal holidays, as defined herein. On such lots as the Director of Public Works shall determine that additional hours of parking can be permitted without impairing the primary function of the lot to provide additional public parking during the hours of usual business activity, the monthly fee shall be as provided for in Chapter 170, Licenses and Fees, and the time of permitted use shall be between the hours of 6:00 p.m. and 12:00 midnight, and 12:00 midnight of the previous day to 9:00 a.m., Mondays through Fridays, and all day on Saturdays, Sundays and legal holidays, as defined herein. Each passenger automobile and commercial vehicle for which a permit is issued shall be identified by a sticker insignia approved by the Director of Public Works and issued by the Tax Collector or his duly authorized agent.

No motor vehicle shall be parked in any loading zone on a municipal parking lot unless actively engaged in loading or unloading, nor shall a motor vehicle load or unload freight for commercial purposes in any such lot except in such designated loading zones, and then only for that period of time necessary for the loading or unloading of freight for commercial purposes.
It shall be unlawful to park, stop, stand or unnecessarily impede the flow of traffic over areas of municipal parking lots used for the movement of motor vehicles.
Any unoccupied vehicle parking or standing on a municipal parking lot in violation of this chapter shall be deemed a nuisance and a menace to the safe and proper regulation of traffic. The Chief of Police may provide for the removal of such vehicle and payment by the owner of reasonable costs of the removal and storage.
The Police Department, through its officers or deputized officers, shall enforce this chapter and regulations promulgated hereunder as required by law.
