No person shall place, construct, erect or maintain any obstruction or encroachment, including but not limited to building materials, projections from buildings, utility wires, canopies and vaults, on, over or under any street, sidewalk or public place in the City without first obtaining a permit therefor from the Director of Public Works.

A. 
No permit required by the preceding section shall be issued for any such encumbrance unless the person making the application therefor shall deposit with the Collector of Taxes $0.50 for each square foot of surface of the street, sidewalk or crosswalk or other public place to be so obstructed, provided that no permit shall be issued upon a deposit of less than $20. The deposit shall, at the expiration of the time for which the permit was granted and upon the certificate of the Director of Public Works that the street, sidewalk, crosswalk or other public place has been cleared and restored to its previous condition, be returned to the applicant upon his demand. In case the party to whom the permit is granted fails to comply with all the conditions thereof, the Director of Public Works may clear and restore the street to its previous condition, and the cost therefor shall be charged against the deposit.
B. 
In addition to such deposit, the party applying for a permit shall first pay to the Collector of Taxes a nonrefundable permit fee of $0.10 for each square foot of surface of the street, sidewalk or crosswalk or other public place to be so obstructed and obtain a written receipt therefor, which receipt the applicant shall present to the Director of Public Works when applying for such permit.

Permits for obstructions or encroachments shall be issued upon such conditions as the Director of Public Works shall deem necessary for the protection of the public health and safety. Such conditions shall be specified in the permit.

Permits for obstructions or encroachments shall be issued for such periods of time as shall be specified in the permit by the Director of Public Works, provided that all such permits shall be subject to revocation not more than 30 days after notice of such revocation. Such permits may be revoked for cause by the Director of Public Works or by the City Council.

Between sunset and sunrise, warning lights of a nature and in such number as shall be specified by the Director of Public Works shall be placed on all temporary obstructions and encroachments and on such other obstructions and encroachments as the Director of Public Works shall specify.
No awning, canopy or other encroachment over a sidewalk shall be less than seven feet above the surface of the sidewalk. No encroachment over a street shall be less than 16 feet above the surface of the street.
