Section 41.11(d) of the Mental Hygiene Law (McKinney's
Consolidated Laws of New York Annotated, Chapter 978 of the Laws of 1977,
Section 28) provides that "no person may serve as a member of a board of (sic)
a subcommittee for more than two terms consecutively unless otherwise provided
by local law."

The Legislature of the County of Rockland recognizes
the enormous contributions by and of the members of the Rockland County Community
Services Board and its separate subcommittees.

The Legislature of Rockland County believes that those
citizens of Rockland County who suffer from mental illness, mental retardation,
development disabilities and the diseases of alcoholism and substance abuse
will benefit from the continued services of members of the Rockland County
Community Services Board and its separate subcommittees.

As Mental Hygiene Law § 41.11(d) specifically
provides for the adoption of a local law superseding the two-consecutive-term
restriction on members of Community Services Boards and their separate subcommittees,
it is the intention and purpose of the Legislature of Rockland County to permit
the appointment of members to the Rockland County Community Services Board
and its separate subcommittees without regard to the number of consecutive
terms served.
Members of the Rockland County Community Services Board[1] and its separate subcommittees may serve consecutive terms without
limitation.
Mental Hygiene Law § 41.11(d) and all local laws and resolutions
of the Legislature of Rockland or the former Board of Supervisors of Rockland
County, to the extent that the same are inconsistent with this chapter, are
hereby superseded by this chapter.
